Julius Barcelona is Chief Operating Officer of Harbest Agribusiness Corporation, a family-owned leader in Philippine agriculture since 1997. Harbest delivers practical solutions for crop production through agricultural inputs, machinery, greenhouse systems, and irrigation technologies. As COO, he oversees supplier and product development, supply chain operations, compliance, and corporate affairs. His leadership drives innovation and operational efficiency across the company’s nationwide footprint.
He also serves as Vice President of the Philippine Seed Industry Association (PSIA), Asia’s oldest seed association, founded in 1976. In this role, he leads strategic initiatives to strengthen seed development, production, and distribution for Filipino farmers. His contributions include organizing the PSIA Seed Pavilion at Agrilink, the country’s largest agricultural trade expo, supporting national planning efforts such as the Philippine Vegetable Industry Roadmap 2021–2025, and representing the private seed sector in international platforms like the UN-FAO’s International Treaty on Plant Genetic Resources for Food and Agriculture.
With 15 years of experience and specialized training across Asia and the EU, Julius brings global agricultural expertise to the smallholder Filipino farmer. His development philosophy emphasizes inclusive seed systems, sustainable food production, value chain enhancement, farmer empowerment, and climate resilience.
